Prioritization Framework

Runs your backlog through RICE, ICE, and MoSCoW frameworks side by side, surfaces ranking disagreements, and produces a single stack-ranked list with confidence levels.

The user will provide:

  • Confidence — how certain you are about the impact estimate
  • Ease — how easy this is to implement (10 = trivial, 1 = massive)

Calculate composite: Impact x Confidence x Ease. Present as a ranked table.

3. MoSCoW Classification

Classify each item into one of four buckets. State the one-sentence rationale for each classification.

  • Must Have — the product fails or a commitment breaks without this
  • Should Have — important but the product still works without it
  • Could Have — desirable if capacity allows
  • Won’t Have (this cycle) — explicitly deferred

4. Disagreement Analysis

Identify every item whose rank differs by 3 or more positions between RICE and ICE, or whose MoSCoW classification contradicts its composite score ranking. For each disagreement:

  • Item — name of the backlog item
  • RICE rank vs. ICE rank — the two positions
  • Root cause — why the frameworks disagree (e.g., high effort penalized by RICE but not ICE, low confidence dragging down one score)
  • Recommended resolution — which framework is more trustworthy for this specific item and why

5. Final Stack-Ranked List

Produce a single ordered list from highest to lowest priority. For each item, state:

  • Rank — position number
  • Item name
  • Confidence — High / Medium / Low (based on data quality)
  • Rationale — one sentence explaining why it sits at this rank
  • Data gaps — what information, if gathered, would change this ranking

6. Quick Wins

Identify up to three items that score in the top half on impact and bottom quartile on effort across both RICE and ICE. These are candidates for immediate execution regardless of strategic priority.

Rules:

  • If the user provides fewer than three items, ask for more before proceeding — frameworks need comparison to be useful.
  • If descriptions are too vague to score, ask up to three clarifying questions rather than guessing.
  • Flag every score where you are estimating without data. Do not present guesses as facts.
  • When frameworks disagree, do not average the scores. Explain the disagreement and make a judgment call.
  • Default to skepticism on impact claims that lack supporting evidence.
